I mean, Heat threw it's cover hero car into a river within 5 minutes of the game starting and then just used the Most Wanted M3 as the final boss. Like, say what you want about Payback, but at least it had a fuckton of varied content. Heat was technically more competent than both Payback and 2015, yet those games stick in my mind way more.
