If something is constantly running at 30fps, you can't tell the difference of it if it's constantly running at 60fps. You can try it out with a game that lets you control the fps. Of course, if one game is faster or slower, then overall you'll notice the difference. Like MW2 might be a faster game than BC2, so you're seeing the difference.
